§ 15. Enterprise, Platform, Model Institution

This page accompanies the German section § 15. Betrieb, Plattform, Modellanstalt. It distinguishes three organizational carriers of algorithmic order: the enterprise that integrates AI into work and administration, the platform that mediates access, visibility, transactions, and rules for many actors, and the model institution that durably produces, maintains, deploys, and interprets large AI models.

The enterprise is the ordinary site where attribution is organized in practice. The platform is a private ordering space with public consequences. The model institution is a new institutional condensation of compute, data, research, safety work, APIs, pricing, partnerships, and interpretive authority.

Open-source and research associations complicate this picture: they show that algorithmic order need not be proprietary, but also that openness is structured by resources, reputation, licenses, maintainers, and institutional sponsors. The section therefore prepares the analysis of power in § 16.
